while deleting folder from library prompts error Secured Action. You do not have the necessary authorization for this operation

Hi

windchill not allowing me to delete folder from library and prompting message of "while deleting folder from library prompts error Secured Action. You do not have the necessary authorization for this operation" please suggest the way to solve it. i have also added the member in library manager and library manager has full access control.
