Even when assemblling something as simple as a bolt, I'll select an 'Axis to Axis' constraint. When I select the 2nd constraint and pick 2 surfaces (Mate), 1/2 the time Creo selects 'Normal', and constraints are invalid.
Been flipping off a lot of Creo's quirkiness here lately.

Never ASS-u-me that Pro/E will make the right choice, always strengthen
the assumptions, or define your own to firm up your design intent. In
this case flip off the assumption.
