What I would do would be the following:
1. Create a curve that the point the center of the cutter at its deepest follows as your part rotates.
2. Create a second curve that a point on the cutter some distace outside the part follows as the part rotates.
3. Create a boundary surface between the curves.
4. Create two surfaces offset to either side by half of the diameter.
5. Create boundary surfaces between the two offset surfaces.
6. Merge them all together and solidify with material removed to create your cut.
7. Add corner radii if needed.

I created a datum curve on the barrel part and then put points on the pieces that follow it. I then assembled the points onto the datum curve in the mechanism.

I am working on Barrel Cam mechanism where I want cam follower to follow the cut
I created on a cylinder surface.To create cut in the cylinder, I used curve and
created a surface feature along that curve and wrapped it and solidified
it. Also I created another “xyz” component using the same curve for the follower
to slide over it.As barrel cam rotates the above created “xyz” part moves
horizontally and the follower which was connected to “xyz” with a CAM connection
moves along with it.
The above procedure worked for me but is tedious.
Do you guys have any other solution where the flower follows the path of the
barrel cam cut without creating a new part.
