Combined Views bar plus button

How can I use the "plus" button?
I searched for a specific config.pro's option, but I've not find anything.
The Help gives description for all bar's entities, except for the plus button...
And so...?

Hello,

The + button will be active when you are in the Annotate tab of the ribbon.

Then why in Model Tab can you add combined views through the View Manager?
