Creation of symbols for symbol gallery

Wanting to make "approval" stamps to put in models, by placing them on a noticeable surface. Can the symbol be created withina drawing? I havent figured how to make or modify an existing symbol in Pro-E.

Also want some of the text (in the stamp) to be modifieable....how can this be done?
