Creo 7 Convert Unit Inch to MM Missing Decimal Place Commas

In Creo 7 (with Windchill/PDMLink) changing model units from inch to mm (metric) the model and drawing dimensions do not convert to commas from decimal points (decimal points remain). Was successful in previous model/drawings. I checked configs, customizations and more and they are identical from previous successes. Any thoughts are welcome.

Thanks for the correct article and place to go. I did work with that article before and didn't get me where I wanted. Further digging I found out a 'primary' command was written in our setup that held me off enough not to get expected results. All is good now and again Thank You!
