Does anyone know if there is a way to add this type (see pic) of annotation to a FCF without manually typing in the @[....@] syntax and building the fcf via note?

Which release of Creo you are working with???
Creo 3.0 M160 - Is there another release that this is possible in? I know that the application of GDT has changed as of 4.0.
I am not sure if I am getting the query correctly. However you can use BOX, replacement of @[ and @] in note to create FCF.
e.g. Insert Note, Click Box, to start box > ABC > Click Box, to close box
