I want to build a model of a circular plate with elliptical holes in it. The holes center coordinate and orientation data are in a .txt file. The center coordinates and orientation are random. Can I make this type of tabulated pattern in creo, please if possible help me out
Circular plate radius is - 1024 mm
Ellipse semi major - 30 mm
Ellipse semi minor - 15 mm
I have attached the .txt file . first and second column is x and y coordinate and third column is orientation of major axis from x

This should be possible using sketch patterns. Creo supports sketcher csys inside a sketch that can be patterned. The center locations can be imported using an point offset csys feature.
Offset datum point using import option
You can then create a pattern for the csys orientation (clocking) at each center location. See below.
