You can probably move your primary to the external. Do other programs function as expected when you can maximize on the current screen? If so, you have good reason to submit a support case. Actually, if you have maintenance, you always have a cause to submit a support case 🙂 Obviously I don't use dual screens but I do know you can change your primary screen in your monitor setup.
