How can I put a feature using parameters and relations?

Can you please clarify what you mean by "put"?  Do you want to create an entirely new feature (automatically), change an existing feature (based on parameters and relations), or something else?

I want to know if is posible  to insert or remove a feature using a parameters yes or no. If is posible, how do make this?

No.  You can suppress and resume features based on a parameter value using Pro/Program, but this will not actually create and delete them.  If, however you have your model tree set not to show suppressed features, then it will appear like you're adding and removing them.
