How does one start this Information Window, and where is this file support.inf.1 located

Reference from topic
I've been fighting with this issue for years now, in my case it was win32_gdi -- once I replace it with opengl it worked like a charm!!
May I ask how does one start this Information Window, and where is this file support.inf.1 located?
Thank you again Remy, you made my day!!!
