Hi Reza,

You need to be in an assembly in order to access the Piping functionality, via Applications > Piping.

That is correct, you cannot access the Piping functionality from part mode only assembly mode.

If you are looking for the Pipe feature (used to be in Insert, Advanced, Pipe in WF), it isn't in the ribbon, but you can find it with the command search.
