Anybody here knows how to add a jog point to a diameter dimension line? (Ref screen shot of dim callout) or for that sake any other way to extent the horizontal component of the leader line.

To extend the horizontal component of the leader line. Left click on the text, hover of the dimension text until you see a + sign. A square will appear by the text. Grap that and drag it to the left to extend horizontally.
the length of horizontal leader is driven by detail option leader_elbow_length. Note that value modification of this option does not update previously shown dimensions. You have to delete existing dimensions and show them again.
you can also select diameter dimension. Mouse cursor changes to 4head arrow. Press SHIFT key, mouse cursor changes to 2head arrow. Now you can change the length of horizontal leader.
