For some reason, PTC has them associated to Creo 1.0 in the PTC software download. You may need to PTC account to download the files.

Yes. If you are using Windchill then you are going to want to use the wtpub:// path and make sure that all of your users are using the same server alias including capitalization.
Here are best practices while working with Manikin Library in Windchill PDMLink - CS50849. Somewhat tedious since the library contains 8000+ Creo files and a bunch of other files. It would be easier to manage/use in Windchill if PTC updates the Creo Manikin library to leverage the new Creo 8 inseparable assemblies / embedded components to significantly reduce the # of objects to check in to Windchill. Since the library represents only around 50 different manikins, it seems like a perfect use case for this new functionality as people upgrade to Creo 8+.
+1 Totally agree. I made the same suggestion to the product manager during development of Creo 8. Converting Manikins to inseparable assemblies would eliminate 150 manikin body parts in the workspace every time one of these is used.
