Does ModelCHECK skip over bulk item parts? I am finding that MC will count the bulk item parts but not actually perform any checks on them. Is this correct?

You are correct. ModelCHECK doesn't process bulk items (as this is not a part nor an assembly). The bulk item check is meant only to report the number of bulk items found in the assembly.
