Zero value tolerance does not display on drawing

I have a tolerance of +.0004/-.0000 on a print. The ".0000" does not show on the drawing.

I found a setting for "blank_zero_tolerance" in the drawing detail, but yes/no does not seem to make a difference.

Does anyone know what is wrong?
