Are you using Creo, Windchill, or another PTC product?

in the assembly only the compressed state is important (teeth are flat).
I would model the washer with patterned cuts on the outside or patterned cosmetic sketches. Bent teeth will only affect performance.

Can you describe the geometry in further detail? Are you looking to make a lock washer? Including a photo is often helpful for other users to visualize what you're describing.
For the washer in your photo, I'd suggest creating the ring (extrude a sketch with 2 concentric circles) as the first feature, then create one tooth, and then pattern that tooth around the ring. The tooth will be the only tricky part; you will probably want to use a sweep feature.
