A symbol consisting of lines or text may not be attachable when placed on a drawing. Is it possible to add any to the symbol that may be attached.
Sample
A symbol of a valve is placed 2 times on a drawing. A note balloon with a item number 1 is placed on each valve symbol on the drawing.
A BOM table is placed on the drawing.
The item number 1 is counted two times and quantity 2 is added to the table.
When all is ready, the symbols have to be moved on the drawing. The note balloons will not follow and have to be placed again.
The symbol may be changed to a draft group for attachment, but then it is not a symbol anymore and it is not possible to move it as a symbol anymore.

You can attach a note to a symbol, other note, or drawing view so that it moves with the object and this may work for you...however I have seen this link break on ocassion, so be aware that that is a possibility. The command is "Relate to Object" and in Wildfire 4 it is located under Edit>Group. You need to have the object you want to link selected and you will then select the object to link it to.
The bom ballon note is related to the valve symbol.
The bom ballon note arrow is placed on a free point near the symbol as it is not possible to hit the line in the symbol.
When the symbol is moved the balloon circle follows.
The balloon arrow is still on the selected free point.
In this sample the symbol has been changed to a draft group.
The bom balloon note has been attached to the end of the line.
When the symbol is moved the bom balloon arrow will follow as it is attached to the end point of the line.
The bom balloon circle is not moved as it is placed on a free point.
The bom balloon may be related to the draft group as well for easy moving both when moving the symbol.
It should be easier to work with attachable symbols then draft groups.
When a symbol has been changed to a draft group it can not be reversed to a symbol.
