set later status for just one view funtionality is not working

We upgraded to Creo9 last week and now I can't control the layers per view anymore.It's the whole drawing all the time even when I select a given view the layer status changes for the whole drawing. This is the first time I can remember seeing this. Does anyone have an answer for this?

Is this a pre-Creo 9 drawing or a new drawing?

I just changed layer status in Creo 9.0.3 for a drawing made prior to Creo 9 and didn't have any issues.
