This is wherewe store our favorites. Not sure if it is the same for all installs.

I'm curious how you get Pro/E to store it in someplace besides buried in
the Windows user directories?

Set the variable PTC_WF_ROOT or PTC_WF_HOME.

Instead of having favorites stored off in these crazy places that you can't readily find...

You can add a list of favorites to any of your config.pro files. I use this so that many of our corporate mapkeys function on all users PC's. The option is browser_favorite C:\whatever\path\you\want\as\a\favorite

Yes, but starting with WF1 (I think) that config option simply adds them
to the XML file stored deep in the bowels of Windows. Once there, I
believe they are independent of the config option. You cannot change
them or remove them via the 'browser_favorite' config option, you can
only add new.

I used to distribute favorites to our users the same way, but quit when
PTC changed how they were stored.
