Problem:
Although in the tracker configuration (Tab. State transitions) a certain role (e.g. Stakeholder) has permission for a state transition (e.g. State "New" -> State "Draft"), it can only perform this transition if this role also has permission (Tab permissions) "Item - Edit". However, this permission allows it to change ALL item fields, not just the state.
Can a role only change the state (e.g., after a check) but not the remaining fields?

There are two permissions related to Edit in tracker level:
Item - Edit if Owner
Item - Edit Any
If role has Item - Edit if Owner then user with that role can edit only their own items.
If both permissions are missing, state transition is not possible despite the fact, that the role is in the list of permitted role.
This more restrictive mode is the result of cautious thinking.
If you need a role, which can only change the status field. Create the role (name it to status_changer) and give Item - Edit Any permission on tracker level, but add only Read permission on all but Status field level.
