Setting up Pro/E to run/display in Chinese

We will be installing Pro/E in our Asian facility and I need to know how to get Pro/E to run with Chinese menus, fonts, etc. I figured out how to run setup in Chinese, but all the Pro/E menus are still in English. Has anyone done this and can point me to what I need to do?

Have you set the Regional Language settings in Windows?
