Gary,
I see now what you are trying to do. The footer is actually a group per
some technical support calls that I researched. Therefore you should be
able to access the footer with the ProGroup object. I have never done
this but here is the approach I would take:

Get a handle to the current model ProMdlCurrentGet().
Collect all of the groups ProSolidGroupsCollect().
Iterate through all of the groups and stop on the one named Footer
ProUdfNameGet(). I know this API says Udf but it works for local groups
as well.
Retrieve all of the features in the Footer group
ProGroupFeaturesCollect().
Remove the Footer group ProGroupUngroup(). This may fail if it's a
"special" Pro/E created group but it's worth a try.
Add your new feature to the feature array ProArrayObjectAdd().
Recreate the Footer group ProLocalGroupCreate().
Free the feature array ProArrayFree().

Please let us all know if you achieve your goal or find an alternative
solution.

Gary,
I created a PTC ticket on this one. I'll let you know (hopefully later
today) what PTC says.
