Can I tell the toolkit what to do if I want to create an optional dialog and get the value back?

First, the toolkit appears to create a dialog using the res file.
Can I create a dialog without a res file?
Second, the common dialog box has an OK button.
Can I select and return specific values instead of these buttons?
This is similar to the situation when you start Creo.
Third, We want to create the following parameter setting page:
We can use the toolkit to create and remove parameters in batches from models in your session.
We want to input various parameters and process them at once, just like the picture I used above.
Is it possible?
