Are you just talking about creating a hole with a counter bore? If so just click your hole tool and depending on where your toolbar pops up there is a counterbore button. Provide the appropriate dimensions and click that button and it shoudl take care of it for you. As far as bringing it into a drawing click on your show/erase button, then specify dimensions, click show all and the callout should pop up for you. If I'm way off with my understanding of your question I apologize.
