What is the difference between creo parametric toolkit, creo ProToolkit and creo object toolkit?

Want to know whether Creo Parametric 4.0 m020 can be customized using Creo object toolkit?

Is it required to have knowledge of VB.net for customizing Creo 4.0?

Please suggest whether VB.net is to be preferred over C++ for easy customization of Creo parametric 4.0?
