how can we create bom balloons in 3d drawing using pro/toolkit

In 2D drawing, BOM balloons can be created using the Creo command. But in 3D drawing, there is no such Creo functionality.

So using pro/toolkit can we create the BOM balloons?

You can certainly make symbols with the appropriate shape and text, but as you don't have a table with a repeat region, I'm not sure how accurate the term 'BOM balloons' would be.
