Not sure why your parts are not aligning.
Here are (2) manually placed parts.
The only constraint is the axis are coincident.
The parts initially were not coincident in that the was a "distance" for the constraint.
Check and see if it is defaulting to distance instead of coincident.
I don't see a subassembly in your model tree.
I see (2) parts partially constrained.
Are the "assemblyboltandnut" & "bolt2810" suppose to be a subassembly?
"Yes, sir. The assemblyboltandnut is in the main assembly, which I brought in manually using Creo. I brought in bolt2810 using the toolkit, but bolt2810 is not aligned axis to axis in the main assembly."
Thanks for the clarification. Your title said your subassembly didn't align and I only see parts, not subassemblies.

Are you trying to align both parts to an assembly axis or are you trying to align the second part to the first parts axis?
I am trying second part to move Frist part axis
