Can I send data from one device to two Kepservers?

As discussed here.

We are also using two KEPServerEX. One for Development and another one is dedicated to Production.

Many of the times, we do not get data from some devices due to that.
How can we solve this issue?

Can we create an OPC connection between the two KWPServerEXs so that we can get data from devices in Development KEP without hampering Production KEP? --> can OPC aggregator be a solution in this case? If Yes then How?

If you are just wanting to pass the data from instance of KEPServerEX to another instance of KEPServerEX, you could use the Kepware OPC UA Client driver. Here is a link the driver's product page:
