We started in the same position as you mentioned. Past modeling practices allowed people to create assemblies that were then set to recursive in the drawing BOM and then filtered out. This practice called "Convenience Assemblies". This was allowed because the PDF of the final drawing was the master. Since then we have changed practice but we needed to address this practice when we started creating and maintaining product structure. For these assemblies, the engineer associated the model to the WT Part using a Contributing Content link and then imports the BOM from a CSV file created from the Creo repeat region. This captures the BOM as the master and provides a link to the corresponding assembly. We created the table to below to document the different scenarios that we typically see.
