Port busy??? - std.err file

Port busy??? - std.err file
When I startup ProE on my productview machine, using proepublish.bat I'm getting this error in the std.err

The following command will show what network traffic is in use at the port level:
Netstat -a -n -o
The -o parameter will display the associated process identifier (PID) using the port.
