Scaled Feature
The scale operation in Creo is not a true parametric feature and as such cannot be used for models where it is needed for design history, modifications, family tables, etc.
The mold extension has a feature called shrinkage that is a scale feature; however, a license is required and the part must be a manufacturing part such as a mold cavity, or similar. Consequently, this method is prohibitive.
Another method exists. I created this video for a coworker and it shows how to create a scale feature using the warp tool and creating a family table using the warp as an instance. I apologize in advance, the computer I recorded this on is slow.
Here's the warp scale on some non-imported, complex geometry (variable rounds, drafts, boundry blends, etc.)
