MathCad won't start

I am using Mathcad Prime Release 7.0 and Datecode7.0.0.0

One of our students is having issues running MathCad, it was working on his laptop then stopped in December. When you try and launch it, the splash screen comes up for a few seconds, then disappears and the program never starts. I uninstalled/reinstalled, that didn't help. Also disabled Norton. I don't see a running process for MathCad either. Aside from reinstalling win10 and everything fresh, do you have any ideas on where to start?
