Attached is the NIMA DOD WGS-84 tech report, which contains some possibly useful information.
I'm confused by your data, since it seems to show a rather gigantic e.grid2-e.grid delta, compared to t.east2-t.east. In any case, I've not done much but read some literature on the subject.
