Prime does not support Mathcads E-Books, Handbooks, libraries, or whatever they may be called.
Those libraries usually consist simply of a bunch of ordinary Mathcad files with an index file and which are linked together via hyperlinks.
If you have those libraries for Mathcad 15, you may try to convert the files in them one by one to Prime format. As Prime lacks a lot of features of Mathcad, ever so often the converted files would need some manual post-editing and often it will not be possible to make the converted file work OK at all.
Furthermore you must know that AFAIK there is no way to link the single files together as they are supposed to be in Mathcad via hyperlinks. Another missing feature of Prime.
So you have to accept that when you use Prime, especially Version 2 (but its true for V3 and the coming V4, too), you are using a very limited, mediocre version with lots of features missing compared to real Mathcad (V15 and below).
