Issue with using Minimize

I must not be clear about the usage of Minimize.

Thought I had used it in similar fashion before and am wondering why it is not happy in the attached environment?

Sorry I didn't realize it was conceptually wrong. Based on the error message, I thought it was just a syntax error.
