License problems mathcad 13

I have a fresh install of mathcad 13 and after a few miscommunications have a license file for the machine, but I am getting an error still when trying to start mathcad. It seems that it is looking for a license server (FlexLM error -15,570 cannot connect to server. ) I am confused as to why it would even try to connect to a license server when provided with a license file. Where did I go wrong? How could this have happened?

Any help would be immensely appreciated. Thanks in advance.

I don't see how that could be of use without purchasing a support contract. This is for Mathcad 13 and the people I talked to told us to upgrade to 14 if we need support (seems like a bad policy, to abandon customers like that.)
