I have a problem with staring Mathcad.
When I am trying to start Mathcad this message appears:

Have you tried re-installing?
Yes, I have re-installed four times and nothing changes
The same problem came up here a few times with Prime 1 and especially Prime 2.

As far as I am aware there was no general solution posted. In one thread it is suggested to change the Languange - nor sure if this would help.
If the problem persist after a reinstallation, I would contact PTC support.

So you should contact PTC support.
Even if not under maintainance I guess you will get support for installation problems with the Express version.
