I do not have the tool bar for text style, size or bold etc. I've tried VIEW to no avail. I've checked on everything and still don't get it.
Could you please provide a little more information? What version are you using? What operating system are you on?

What version of Mathcad are you using? It must be in main menu "View" -> "Toolbars" -> "Formatting":
