if 2|x+3|=4 and |y+1|/3=2,then|x+y|could equal each of the following except
a)0
b)4
c)8
d)10

The equation |z|=a has two solutions, a and -a. So each of your two equations has two solutions. The first equation yields two possible values for x, the other yields two possible values for y. Using all combinations of these solutions you have four possible values for |x+y|. These will be four of the five given choices.
