It's a bit poorly stated. The ultimate cause of motion is indeed force. The point is that force is not directly related to motion, only indirectly. Force is directly related to acceleration, the change in motion. Motion is then the result of the past acceleration.

Gravity is a force that holds you against the ground, or your seat, etc., however, when you are stationary, you still feel the force, but there's no motion.
Only when you are not supported by something will the force of gravity cause the acceleration that becomes motion.
