I load the table of permissions, make my changes, then click Update at the bottom, and it sits for several minutes, then times out. Is this the only place to log questions about the portal?

Not really. They did the change for me, but admitted that the tool cannot handle large tables and needs to be updated. Any changes in the meantime (which sounds indefinite) will need to be done by asking PTC to do it.
Did you ever get an answer on this one? I am able to make updates, but unable to output a report or even copy/paste the information to a spreadsheet.
