I might have to work in an facility where I cannot bring my work laptop. But installing Creo on a computer located in the facility would work if I could get a license file in there (no network connectivity to our license server). Is there a way to borrow a license and put a license file on something like a CD?
If not, here is my next question. We have the floating licenses at my company. Is it possible to have a license pack generated that would change a floating license to a standalone license that I could then put onto a CD?

the answer to both your questions is NO.
Note 1:
If you want to borrow license, you need to have network connectivity to your license server.
Note 2:
To bring a license to a facility, you have to relate one of your licenses to USB network card and take it to/from the facility.
