That's an unsupported release, obsolete, and the files are not available on the ptc.com website. I think the way to get this kind of thing is by contacting PTC support directly.

Hi @AA_10637432 ,

Like Ken noted, Creo Parametric 4.0 is out of support.  There was a recent bulletin posted about availability of releases which are beyond support.  See more here.
