Figured it out everyone I uninstalled the diagnostic tools from program filesx86 and then reinstalled them into the correct program files/ptc folder

Figured it out everyone I uninstalled the diagnostic tools from program filesx86 and then reinstalled them into the correct program files/ptc folder
