I am on Creo 10.0.9.0
As detailed in the picture below, as I increase the value of the Transparency, opacity increases. Shouldn't it be named to Fill Opacity instead of Fill Transparency?

No, that's not how setting a transparency typically works. Transparency, in programming and in programs that provide this setting for appearances, always is defined as "the lower the number, the more transparent". Should it be called opacity? Maybe, but that's just not the way it's been historically done.
Historically .... May be someone started it incorrectly. However, logically when we say something is 100% Transparent, it is 0% opaque. or when we say something is '0% transparent' or 'not transparent at all' then it is '100% Opaque'.

Yes, I know. Other programs, like GIMP express this correctly, referring to Opacity, etc.
Oddly, if you change model appearances, via Appearances->Edit Model Appearances, the "Transparency" setting behaves as you'd expect (0% totally opaque, 100% totally invisible).
