merge/inheritance is part of the Pro/Assembly option which is included in the
PROE_Flex3c and the PROE_FlexEng licenses. Your problem with the proe1
configuration is the order of the licenses to run. Put PROE_Flex3c and
PROE_FlexEng at the top.
