We had this exact same error.

PTC was 0% help in fixing this.

I found a work around that lets you install tha application.

I ran the installation but on the options I un-selected all of the create shortcuts options.

The installation ran through fine. I then took a working shorcut from a WinXp x64 installation of the same app and copied the shortcut to the C:\ProgramData\Microsoft\Windows\Start Menu\Programs. This will ask for you to provde access to copy the shortcut. say yes and you are good to go (Assuming the installation directories and start up locations are all the same.

You could also creat the shortcut manually after the install if you wish.

Thankyou, Michael!
