I have a blue circle on the right side of my screen and cannot rotate my model. How do I fix this issue?

That looks like some kind of custom application that is interfering with the mouse operation. Look for custom application running on the task bar.
In any case, it's likely not a Creo issue, it's something on your computer.
And it's possible that is Windows 10 fault.
