I had a lot of direct responses and some follow-ups also. I wasn't involved in the solution but I was told that the simulation feature had to be deleted. We thought we had done that but it turns out, you can't even see that feature unless you have a license for simulation. We do have limited floating licenses and I don't know which license was specifically required. I don't remember this being a problem before but maybe it is something new or ???
Anyway, I just wanted to post a summary and advise anyone who may have this problem in the future. I wish I had more detailed info, but this is all I can get at the moment.
